I've never heard an explanation for why Storm became a punker, but I guess in the 80's a lot of people inexplicably gave themselves mohawks and started listening to Crass.
If you were going to turn one of the Ninja Turtles into a punker, Raphael seems like the obvious choice; were the makers of this stupid toy for kids sensitive to stereotypes about punks being obnoxious and angry? Still, I think this is dubious. I mean, I'm sure Donatello is probably into, like, Mission of Burma, but you don't see any of those dudes rockin' mohawks.
